Windsor, a Londoner, was a loyal supporter of JW and leader at the Foundery for over forty years. He seems to have succeeded Thomas Butts as the second steward of the society, along with William Briggs. JW preached his funeral sermon on Feb. 7, 1790, describing him as 'a prudent, serious, diligent man, full of mercy and good fruits, without partiality, and without hypocrisy'. See Stevenson, City Road, 507–8.
